In fact, the Russians canceled so called system TIR KARNET – the truck driver, having a customs transit document, is allowed to carry over the border, for example, spare parts for BMW from Germany, household appliances De dietrich from France, the Latvian furniture or any other loads in sealed containers with the simplified customs control. The same document is the guarantee of the payment of taxes from the Association of International Road Carriers, if the company deceives the state.

But since September 14, the Federal Customs Service of Russia is not planning to take into account the TIR KARNET. But Russians want to require the carriers to bank guarantees and deposits, bonds and sureties.

When the worst of circumstances, the Russian customs officers will simply begin to turn trucks at the security checkpoints. the Ministry of Transport of Latvia is trying to understand the situation, but it can not provide us with concrete information. However, the carriers should not wait a lot of help from the Ministry.

The system TIR KARNET in Russia has the problems since the middle of the 90s. The Federal Customs Service of Russia said that the Russian Association of International Road Carriers owes more than 20 billion rubles or the half a billion euro tax, which dishonest carriers did not pay in the middle of the 90s.

In order to find a compromise with the Russians, it remains less than a month, it is good that not only Latvia is concerned by this question, but the entire European Union; the European Commission has already been included into the negotiations.
